Billionaire Anil Agarwal's $19bn plan to build a semiconductor plant in India is facing difficulties securing a technology partner and the type of financial incentives the Indian Government has pledged to such projects. Vedanta Resources and iPhone assembler Hon Hai need to tie up with a fabrication unit operator or license manufacturing-grade technology to receive the incentives.
